More Public, Less Private: What Jogja Can Learn From Bandung
Sometimes, we can give an opinion whether a public transportation system in a city is good or not by comparing with that of in another city. I’m now living in Yogyakarta, to understand better off the public transportations here, I would like to tell u about what was happening in Bandung as a comparison. Although the characteristic of both cities is definitely different, there will always be an information concerning with a public transportation policy that will be good to exchange. I will talk about an event called Angkot Day (AD).
AD is a yearly public event aimed mainly to promote a public transportation particularly angkot in Bandung. That event occurred over the course of a day in which all people who use angkot will not be asked for a charge. Even though, there are only the angkots that operate in the same route (Dago-Kalapa) that can be taken part in to AD. The cost for that event is the reason why it is not all routes of angkot to participate.
The latest AD event was held last year on August. The entire elements of society in Bandung were involved in that event, such as the local government (represented by the head of the city), private sectors (as funders), and local communities. Bandung Creative City Forum (BCCF), the local community founded by Ridwan Kamil is the pioneer of that event. Right after the event, the idea of AD was adopted by the local government to be positioned as a pilot project of an international city planning kegiatan presented in Europe.
AD is such a great event to promote public transportations to broader people. When it comes to public transportations policy in Yogyakarta, surely, it can impossibly be implemented. We can, however, try to adopt the idea of which try to promote the benefit of public transport in Yogyakarta. Now, we see the fact that cars and motorcycles owned privately make the street become much more crowd here. So, to familiarize or popularize public transportations in Yogyakarta is a must to-do thing.
How to make people to be more public and less private in terms of their mobility in this city? That question I believe I can answer. First, the local government should make sure that a huge budget is ready. Second, add the amount of local public transports needed and operate it for 2-3 years, why? Because it takes time to popularize a public transports to people. After the street is seemingly crowded with public transportations, design the route that can only be passed by public transportations. Make sure that there are many routes in the city in which private vehicles are prohibited to pass through. Again, above all, is popularity.
